Tema Oil Refinery (TOR) has hosted a delegation from the Uganda Revenue Authority (URA), accompanied by the Petroleum Commission (PC), for an information exchange visit aimed at deepening understanding of local crude oil refining and sharing industry experience.

The visit, which took place on October 21, 2026, in Ghana, provided an opportunity for the Ugandan delegation to learn from TOR’s operational experience as Uganda moves forward with plans to establish its own refinery.

The delegation was welcomed by TOR’s Managing Director, Mr. Edmond Kombat, Esq., and Deputy Managing Director, Alhaji Mustapha Batalima Abubakar, who engaged the visitors on the refinery’s business operations and experience in processing crude oil into finished petroleum products.

As part of the programme, TOR’s technical team delivered a briefing on the refining process, explaining the various stages involved in transforming crude oil into usable petroleum products. The presentation offered the delegation valuable insights into the technical operations and processes that underpin the refinery’s activities.

Head of Delegation, Mr. Arthur Musinguci, said the visit would enhance the team’s understanding of the refining process, particularly the stages involved in refining locally produced crude oil.

He emphasised the importance of learning from TOR’s experience as Uganda advances its plans to develop a domestic refinery, highlighting the value of knowledge-sharing and practical exposure in preparing for such an undertaking.

The engagement also provided a platform for the delegation to exchange views with TOR’s leadership, discuss industry experiences and gain perspectives that could inform Uganda’s refinery development ambitions.

For TOR, the engagement offered an opportunity to share its refining expertise and contribute to broader conversations about the development of Africa’s energy sector.

As Uganda progresses towards its refinery ambitions, the experience gained from the visit could serve as a useful reference point in understanding the technical and operational considerations involved in establishing domestic crude oil refining capacity.
