The two-year remuneration framework, which takes effect on January 1, 2027, and runs until December 31, 2028, is intended to provide predictability and stability in public service compensation while recognising workers’ contributions to economic recovery, income protection and fiscal sustainability.

The agreement also includes income protection measures, with provisions for a review of the 2028 base pay if year-on-year inflation for December 2027 exceeds the government’s projected mid-point of 8% by a factor of two.

Additionally, the parties have agreed to review selected allowances during the transition period to address existing distortions in the compensation system ahead of the implementation of reforms under the proposed Independent Public Emoluments Commission (IPEC).

On institutional reforms, the government has committed to pursuing a lawful and orderly transition from the Fair Wages and Salaries Commission (FWSC) to IPEC, including the development of the necessary legislative framework, institutional arrangements and policies.

Organised Labour is also expected to be consulted quarterly on reforms affecting workers, while the FWSC and other existing bodies will retain their lawful functions until any transfer of authority takes legal effect.

The parties have further committed to constructive dialogue and peaceful resolution of disputes arising from the implementation of the agreement.

The agreement was signed by Dr George Smith-Graham, Chief Executive of the FWSC, and Brother Joshua Ansah, Secretary-General of the Trades Union Congress (TUC), in the presence of Finance Minister Dr Cassiel Ato Forson and Mr Thomas T. Musah, General Secretary of the Ghana National Association of Teachers (GNAT).

The agreement establishes a two-year remuneration framework for public service workers, covering the period from January 1, 2027, to December 31, 2028.
